Now in the analysis and synthesis of big systems system approach which assumes consecutive transition from the general to the particular when at the heart of consideration the purpose lies has development, and the studied object moves forward from environment. This method gives the chance to estimate and consider risk factors and uncertainty at a choice of the most optimum decisions from all possible that allows to operate risky situations.
